PLATTE TOWNSHIP QUARTERLY MEETING

The meeting was called to order by Supervisor Solem at 7:00 p.m., followed by the Pledge of Allegiance.


BOARD PRESENT: Supervisor Solem, Clerk Michalak, Trustee Wieber. Excused-Gottschalk.

(Trustee Laman resigned)

PUBLIC PRESENT: 5 including Art Jeanott commissioner, residents Dan Haswell, Christine Stapleton, Robb Bollenberg and resident Ruth Hovland.

GUESTS- Brad Allen – Evergreen Organics-

Mr. Allen inquired to starting a recreational and medical marihuana grow facility within the township. The Board advised that the Township has opted out of allowing commercial grow or dispensaries within the Township at a regular meeting held on January 8 2019.

APPROVAL OF MINUTES

Motion by Wieber support by Solem to accept 1st quarter minutes from July 7, 2020, as written. Voice vote, motion carried, all ayes.

COMMISSIONER’S REPORT

Art Jeannot gave his quarterly report to all present: copy available on file at the hall.

*county budget completed

*Broadband is still a priorty. Federal money may be available to hire a coordinator to help apply for grant funding.

Clerk stated Broadband should be of high priorty at the county level.


COMMUNICATIONS-

  1. Supervisor Solem read the letter and invoice from the State of Michigan tax commission and explained the reason a demand for payment of $1720.00 for the assumption of the Platte Township 2019 tax roll. The failure of Michigan Assessing Service to provide required information to the State Tax commission has resulted in the State managing our 2019 tax roll. Supervisor is pursing reimbursement through the Township Attorney.

  2. Haz mat- Supervisor read correspondence from the City of Traverse City regarding the contract to handle all chemical spills within the Township. Our yearly fee for this service remains at $395.00


REPORTS

Land Transfers-3 land transfers: residence: Indian Hill Rd $429,000, residence: Way Rd., vacant 40 acres Gudemoos Rd., $80,000.



Road commission- supervisor states the road commission has received our payment to proceed with stop sign upgrades at Fowler and Valley Roads and Fowler at Indian Hill Road.


OLD BUSINESS

1 Grange hall- discussion over the future of the grange hall. Clerk suggested to table this issue until a complete board is in attendance. All in attendance agreed.



NEW BUSINESS

  1. WBJPC- Trustee Wieber spoke to the importance of Platte Township having our own Master Plan. Currently we use the Benzie County Master plan. Commissioner Jeannot comments that money is available in grant form, to help cover the cost of creating and implementing the Township Master Plan. The Board acknowledged the efforts of Trustee Wieber on the West Benzie Joint Planning Commission.

Clerk Michalak explained that she is willing to help the Zoning Administrator with handling needs at that office.

BOARD ROUNDTABLE:

  1. Wieber spoke to the need for a comprehensive master plan and not an update. RP 20 districts currently under our zoning language are susceptible to challenge.

A motion by Wieber, second by Solem to accept the clerk’s operating statement as presented. Voice vote, motion carried, all ayes.


TREASURER’S OPERATING STATEMENT

A motion by Wieber, second by Michalak to accept the Treasurer’s operating statement as presented. Voice vote, motion carried, all ayes.

APPROVAL OF BILLS

The Clerk explained an unauthorized Electronic transfer of $636.94 was taken from the Township checking account on July 22, 2020. The treasurer is pursuing this through our Attorney as the Bank states they are not removing this transaction. The checking account does not authorize Electronic transfers, nor is there a debit card. All checks written require two signatures.

A motion by Wieber, second by Solem to approve the bills for the 2nd quarter as presented. Voice vote, motion carried, all ayes.
